Project Evaluation Team Leader the Mid-Term Evaluation of a UNDP/GEF biodiversity project covering 10 African countries. I visited field sites in Ghana, Tunisia, South Africa and Uganda. Discovered that key elements of the Important Bird Area process, on which the project is based, have no developed methodologies or guidelines. Found the project to be based on a unique, pan-African partnership of African conservation NGOs. 2000.
Project Evaluation Led the final evaluation of the complex, 37-component UNDP/GEF/FAO East Africa Biodiversity Project developing institutional capacity and databases across covering Kenya, Uganda and Tanzania. Found two of the four components on capacity building and databases quite successful and two components including pilot field sites to be much less successful. 1996.
